Will the curt front hitch install under the bumper on my 1995 jeep yj?

I have a solution for your Jeep YJ but it isn't the Curt front hitch # C31028 you were looking at. I don't show that as being a fit for your model.
I would instead recommend the Draw-Tite # 65048 front mount hitch for your 1995 Jeep YJ. The Draw-Tite hitch will have a 2 inch receiver and 300lbs of vert pull and 9,000lbs of line pull. This will install on top of your bumper, I've linked the instructions to this page for your convenience.
There is a Curt branded front hitch # 31408 for your Jeep YJ but this hitch will not fit models with tube style bumpers.
I have also linked all the front hitches that are confirmed fits for your vehicle.
