Can this rack fit a 2014 for flex with a bare roof no racks? If so, how?

The Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails # SPS4550-1101 is designed to fit on vehicles that have raised roof side rails but not a compete roof rack with crossbars. It cannot mount on a vehicle with a bare roof.
To install a rooftop cargo basket on your 2014 Ford Flex you will need to first install a roof rack system. The linked page displays all roof racks offered for your Flex with bare roof. The lowest-cost option is the square bar system from Inno consisting of parts # INB147, # INSUT and # INK263.
A great cargo basket that will fit well on this rack is the Rhino-Rack # RMCB which has inside dimensions of 41 x 30-1/2 x 4-3/4-inches deep. A larger version is offered too, part # RMCB02, which has inside dimensions of 57 x 42-3/4 x 5-7/8-inches. If you want a cargo net for either basket, use part # RLN1.
Often rooftop cargo items work best when you add a tire step like # HE4040. This step comes fully assembled and simply slips over a rear tire when you need better access to the roof for loading and unloading. It folds for storage inside the vehicle.
One thing to keep in mind is that the car's roof will have a specific weight carrying capacity, noted in your manual or available from your dealership. You'll want to be certain that the combined weight of your chosen roof rack, cargo basket and your loaded cargo does not exceed the vehicle's limit.
