Are they designed to be repeatedly submerged in water? How well do they handle the water and debris that is found on roadways while towing? How well do they handle vibration while towing? Do they stay tight once secured? Thank you for your time.

Yes, the BoatBuckle G2 Retractable, Ratcheting Transom Tie-Downs # IMF08893 are designed to work on boat trailer that get submerged under water so they would do just fine being repeatedly submerged.
For a stainless steel version of the part # IMF08893 that you referenced that would do better in saltwater applications you would want the part # IMF14256 instead.
Since they are at the back of the trailer they wouldn't bear the brunt of debris or water on the highway so that wouldn't be an issue either.
As long as they are tightened properly vibration wouldn't be an issue either. They will stay tight once secured too. If the boat shifts one strap may become loose.
