I did a little research and as long as the body that is on the cutaway version of your 2000 Chevy Express Van is no lower than the rear bumper would be on standard models you can use any of the same trailer hitches. One of the most popular options and what I recommend is # 13040.
Wiring on the other hand is a little trickier because the body that is on the van may use different connectors than the regular van models. The only thing that I can say will work for sure would be a hardwire kit such as # 119178KIT.
If you plan on doing some towing I recommend etrailer ball mount kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag.
