I currently have 4 ST23585R16 load range G tires on 7000# axles on my fifth wheel......can I change my wheels and tires to 17.5in. With an H load range using same axles. My fifth wheels GVWR us 16,500 #

When changing tire and wheel sizes, you will need to know if you have room for the additional height of the newer tires. The height and width of the tire/wheel combos may be different. I have attached a link to a helpful article that explains how you can measure a tire you can check out.
On a tire like part # AM10295 that is an ST235/85R16 tire load Range E, the overall diameter is 31.7 inches. For a 17.5 inch Load Range H tire like part # TA95ZR, the overall diameter is 30.2 inches.
You will also need to know the wheel bolt pattern when changing wheels. I have attached a link explaining how to measure the wheel bolt pattern.
Is the reason you are wanting to change tires because you are having blowouts on the tires? If so, it may be due to the trailer being over loaded and not the tires.
