Would the Ratchet Assembly of the Pack'Em Wheel Tie-Down Kit Hit the Trailer Deck Floor

When installed into the chock, how much room do you need from the trailer deck to be able to actuate the ratchet mechanism?

The section of the strap of the Pack'Em Wheel Tie-Down Kit # PK-WTD that has the ratchet on it is at a fixed length so that means it would always be far enough from the trailer deck to allow it to fully function.
I attached a picture that shows that the portion that goes around the ratchet is stitched to the assembly so that it can not be adjusted in length.
