I have no running lights on the trailer. I believe the BLACK and BROWN should both be hot. If not, can I use a jumper between the 2 on the tractor? 7 Way Round Connector on a International Tractor

I can help you troubleshoot your wiring issue.
Sounds like maybe your connector isn't wired up properly. First thing I recommend is to check that your plug is wired up properly, I have linked a few images for your convenience. You should have power coming out of the 11 and 1 o'clock pins on the socket, use a circuit tester like # PTW2993 to make sure that the power is transferring from tractor to trailer when the running lights are on.
If you do not have power on one or both of these pins, then you would want to check your fuses to make sure none of them are blown and then check the wiring on the tractor to make sure there are no damaged sections. It is possible to have corrosion build up in the connector and that can also cause a problem, you can try to clean that out but, replacing the connector is a better option. As for using the jumper wire, I wouldn't recommend you do that.
I would be more than happy to troubleshoot this further if you continue to have issues.
