It is really hard to tell on a 13 inch wheel with 5 lugs if it is 4 1/2 or 4 5/8 Will it work if I order a 4 1/2

Your wheel should be a 5 on 4-1/2. A 5 on 4-1/2 or 5 on 4-3/4 is what is offered for a 13 inch wheel, I have never actually heard of a 5 on 4-5/8 wheel.
The Dexstar Steel Spoke Trailer Wheel you were looking at, part # AM20232 should work fine for you.
