For your 1978 Chevrolet K Series with step bumper, I recommend the B&W Heavy Duty Trailer Hitch Receiver # BWHDRH25198. This trailer hitch is designed to fit the 1978 C/K Series Pickup with an 8 foot bed with a deep drop bumper.
This trailer hitch will meet the weight capacity needs you referenced, offering 1,600 pounds tongue weight and 16,000 pound towing capacities. This hitch has a powder coat finish to help resist rust and has safety chain loops built in.
I have attached a photo showing some measurements on the hitch so you can ensure that the hitch has enough room to clear your bumper. I have also attached an installation video of this hitch on a 1997 Ford F-350 for you to have somewhat of an idea of the installation.
The wiring harness I recommend is the Tow Ready T-One Vehicle Wiring Harness # 118311. This wiring harness will provide you with a 4-way flat trailer connector. To complete the wiring to provide a 7-way trailer connector, you will want to use our # ETBC7 kit. If you do not have a break controller, I recommend the Tekonsha Prodigy P2 Trailer Break Controller # 90885.
I have attached a review video of the break controller, and a help article on installation the # ETBC7 kit.
