I ordered the wheel assys and tubing kit and then found the surge master cylinder not pumping. looking at the parts that come with the titan model 60 i cant tell if it has the internal piston, springs, checks, etc. ?

The replacement master cylinder kit for the Titan model 60 drum brake actuator is # T4395100. It comes with a new gasket, lid, cap, mounting hardware and fitting. I have linked a video review for you.
The push rod, which is the part that pushes the fluid through, is not included. If you also need the push rod then you will need # T2346300.
