Does the third brake light using putco plasma led need a load resistors for a 1994 ford f150

The only circuits that need load resistors are the ones that flash when the blinkers or hazards are on.

A third brake light circuit would not require a load resistor like the part # DI34ZR that you referenced.

2006 Honda Ridgeline, I bought led third brake light but not plug and play, what do johnny need to buy to convert them to work without splicing

I'm not sure there'd be a way to install a new 3rd brake light on your Honda Ridgeline without splicing into factory wiring on the truck. We don't have any plug-and-play solutions for this - you'll just need to splice into a brake light circuit wire for proper operation.
