I also read the installation instructions for the Westin Molded Step Boards with Custom Install Kit, # 27-0010-1345, on the 2004 Ford Explorer and it is not clear on where to drill the holes for the mounting brackets.
I called the supplier (Westin) to find out better instructions and they said they are in the process of updating many of there installation instructions. He was able to give me the instructions over the phone.
There are four mounting supports for each side of the vehicle: the front support, the two center supports and the rear support.
The first hole of the front support should line up with the front door crease where the side view mirror is located.
Before installing the second support you will need to line up the third support.
The first hole of the third support should line up with the front door crease where the door handle is located.
To locate the second support you will measure from the front edge of the third support to the front of the vehicle 12 inches and that will be where the back edge of the second support is located.
The last hole of the rear support bracket should line up with the back door crease where the back door handle is located.
I am sending a link to the instructions. If you look on the installation instructions in figure 1 it will show a picture of these locations.
