For tie downs on Curt cargo carrier # C18151 you can't go wrong with the versatility of bungee cords, # EM06623. This set comes with 12 bungees. You can never have too many bungees.
Another useful tie down method is to use a cargo net such as # C18202. But it really depends on the cargo on the carrier. For something more rigid I would go with a couple of retractable ratchet straps # 34414.
