Regarding Part # AM30000 tire and rim, can you tell me the rim offset the horizontal distance from the rim face that mates the hub to the vertical center plane of the rim?

The Kenda 4.80/4.00-8 Bias Trailer Tire with 8 inch White Steel Wheel you referred to, part # AM30000 features a wheel with a zero offset. This means that the wheel's mounting pad (the surface that contacts the hub face) is centered on the width of the wheel. Since the wheel is 3-3/4 inch wheel, the backspacing of the wheel would be half the rim width, or 1-7/8 inches.
