can locks be purchased separately for this rack to prevent rack theft and bike theft??

Yes, you can purchase a hitch lock and a cable lock for use with the Thule Hitching Post Pro bike carrier # TH934XTR. For the hitch lock use # THSTL2 and for a cable lock to secure the bikes use # TH538XT. I also recommend locks and keys # TH450200 so that both the cable lock and the hitch lock will use the same key. Otherwise you would have two different keys for the 2 locks.
