Question:
I have a curt trailer receiver is 11inch from ground to top of 2inch opening. My trailer is 13.5inch from ground when level to bottom of hitch. Do I need a hitch with a 4inch to turn upside down to gain the 2.5 Thank You:

From the measurements you listed you would need a ball mount that has 2-1/2 inches of rise to tow your trailer level. The closest ball mount rise we offer that would work great is 2-3/4 inches of rise. For that you would want the # BH40. Since your rear suspension will sag slightly when the tongue weight of the trailer is put on it this ball mount would be perfect.
I attached a help article on picking out the correct ball mount for you to check out as well.
