In order to determine how much of a rise you will need to tow your boat trailer, you want to subtract the height from the ground to the top of your receiver from the height of your coupler.
I have attached a help article about how to choose the correct ball mount for you.
Based on your measurements, I recommend the Curt Class III Drawbar, 2 Inch Rise, 13 Inches Long # C45270. The # C45270 ball mount measures 13 inches from the center of the hitch pin hole to the center of the ball hole. It will offer either a 4 inch drop or a 2 inch rise. Add the 2 inch rise to the 17 inch height of your hitch receiver to give you 19 inches. This height falls in the recommended height for your coupler. The towing capacity of this ball mount is 7,500 pounds and the tongue weight capacity is 750 pounds.
I have attached a review video of this ball mount for you.
