I bought a bike rake from etrailer about 3 years ago. It was a hitch mount and required drilling through the rear bumper to attach. This left no place for the rear license plate. I have since bought an attachment that screws into the receptacle for the eye hook to mount the license plate. But since there is no light over the plate, I keep failing inspections which means I have to remove the bike rack and switch over the plate just for the inspection. As I get older, and given the low ground clearance for the car, this is becoming more of an issue. Will this part PM436B solve my problem of putting a light over the license plate? And if so, does this involve more drilling into the bumper or can I just attach it to the license plate holder that is already on the car? Next, what is involved in making an electric connection to the vehicle. Finally, if something like this will work, would you advise a different/better item. Thanks.

The part # PM436B that you referenced is a license plate bracket with a light on it that should work well for you. Basically it would install between your current license plate bracket and the top license plate mounting holes and it would be mounted.
A better and very similar product that would be easier to install would be the part # LPL55CB since this has a two wire setup. The black wire would need to tap into the running light circuit of your vehicle and the white wire would need to get grounded.
The # PM436B grounds through the mounting hardware which could also work if the mounting bracket you have is metal and attaches to metal on your vehicle that touches the frame.
