I have a 2015 Subaru Outback and am interested in the Thule Stacker TH830. I have 2 ten foot kayaks. Does this carrier come with one bow/stern tie down for a single kayak? I will need to purchase a second bow/stern tie down to accommodate both kayaks? If so what is the serial number on that product? Thanks.

The Thule Stacker kayak carrier, # TH830, which you referenced, comes with 1 pair of ratcheting tie downs, 2 bow/stern straps, and buckle protectors. To carry 2 kayaks you will need additional tie-downs for the bow and stern like part # 853-5466, and straps like part # 753-2030-02.
This rack is compatible with 10 foot kayaks. I have included a product demonstration video and a link to installation instructions for you to check out.
