Yes, you can submerge the LED Marker/Clearance/ID Light # MCL19AB. If you see that a light is sealed that means that water cannot get in. This is pretty much only on LED lights since they are much easier to seal up than incandescent systems.
The wiring on the trailer would be the limiting factor. I recommend using heat shrink tubing # DW05452 to get a water-tight seal. And before using the heat shrink I would coat the wires splices in liquid electrical tape, # SWC50122.
