When properly bolted down in a trailer is this chock sturdy enough to keep a Honda GoldWing temporarily upright while you climb off and use 4 ratcheting tie downs to secure the bike for travel ?

You would not want to rely on the Rack'Em Manufacturing Removable Wheel Chock # RA-17 as a means to balance your Honda Goldwing before you attach tie downs to it. Your best option would be to have the tie downs attached to the trailer and sitting in an accessible position for you while you are still on the bike.
When I used to load my dirt bike into the bed of a truck I would first run the tie-downs to the stake pockets of the truck and then have them setting on the bed rails so that once I had the bike in the bed of the truck I could easily grab the tie-downs. If there is anyway you could accomplish the same thing in your setup that would be the way to go.
You may be interested in a the motorcycle assist straps, # 06303. These will allow you to secure a strap to the handle bars while avoiding damage that could occur from a coated hook or bungee.
For ratchet straps you could use the part # EM05710 if you don't have them picked out already.
