Gross Trailer Weight Capacity is 15,000 Pounds but Axles are Rated for 7,000 Pounds Each

Question:

The plate on my trailer says: G.V.W.R.# 15000 G.A.W.R.# 7000 all axles What weight cap do i have per axle?

It looks like the axles are rated for 7,000 pounds. I am assuming it is a tandem axle trailer. It is not uncommon to see the combined axle rating lower than the gross trailer weight capacity. This is because the trailer manufacturer is counting the rest of the weight as tongue weight carried by the vehicle.
