Hello, Can this part be used upside downinch to raise the pintle hitch on the vehicle? As shown in the bottom picture?

Yes, the B&W Pintle Hook Mounting Plate # BWPMHD14004 can be used in the rise position if needed. If used in the rise position, the # 63058 pintle hook mount would measure 11-1/2 inches from the bottom of the shank to the top of the plate.
If you need a pintle hook you could use the part # C48205. This has a 10k capacity. Check out the review video.
