Take a look at the rear of your 2019 Toyota Highlander in the spare tire compartment. You should be able to find a white connector like you see on the right hand side of the picture I've attached. If there is nothing plugged into that connector then you don't have the tow package. If there is something plugged into it, it should be a wiring harness with a converter (like is shown) which means you do have the tow package.

Sounds like you tried to program the remote using the following instructions:
Hold your remote 12 inches away from the fan while holding both arrows. The Auto and Manual lights will begin flashing immediately. Continue holding both arrows down until the seven LED's flash once. Now it's programmed.
You may have to try both sets of arrows, the speed and temp ones.

The Curt Wiring Harness # C56217 does have an external ground for the converter box harness that would need to be grounded to the vehicle's sheet metal. However, when I checked your order, you ordered the Tow Ready Wiring Harness # 118449 and this wiring harness does not have a ground wire that needs to be grounded separately.

To wire your 2013 Highlander with a 7-way and 4 pole connector, you'd first need a functional 4-pole trailer connector. Therefore, the easiest way to access the reverse light circuit would involve tapping into the wire loom at the top of the hatch before it is hidden under the headliner.
