That does look like half of the factory wiring usually used to install wiring kits that fit the OEM wiring like the Curt kit part # C56172 which you can see in the install video I attached. If you only have that single harness though you won't be able to use this kit since it needs the matching side. According to my contact at Thule, the mounting hardware that came with the Thule Summit cargo box was designed to fit round, square and most factory installed crossbars. As long as the crossbars on your 2013 Ford Explorer are not wider than 3-5/8 inches, then you should have no problem mounting the cargo box to your roof rack.
