As long as the 7-way was installed correctly with a circuit breaker protected connection to the tow vehicle battery, the # 3430001 Autowbrake Brake Controller you mentioned will work just fine. A single axle trailer will only draw about 6 amps at full braking power, so there will be no problems at all as the power circuit through the 7-way is usually protected by a 30 amp breaker or fuse at a minimum.

I do have an option for you but the Darby Extend-A-Truck Kayak Carrier w/ Hitch Mounted Load Extender and Single-Bar Roof Rack part # DTA944-968-924 is going to be too tall to use on your vehicle to transport the kayak level with the roof. The Volvo is about 4-1/2 feet tall and the Darby will be a foot taller then the vehicle once installed in the hitch. We do not have any confirmed hitch fits for your 2008 Volvo C70 coupe. I confirmed this directly with Draw-Tite and Curt. First, the only trailer hitches that we have for the 2013 Volvo C70 will only fit the T5 convertible models. If it is another model then the hitch will not fit. Since you are only planning on using the hitch for a bike rack then you will not need a drawbar, also known as a ball mount or stinger. When we installed the Curt Trailer Hitch # C11065 on a 2012 Volvo C70 we found the distance from the hitch pin hole to the bumper was 9 inches.
That's a pretty good distance, and this is also a Class I hitch (which is all that is available for your C70) so you do need a Class I compatible bike rack as well, the Swagman Chinook 2-Bike Rack # S64683.
