According to Rhino Rack, the crossbars should be spaced 27-9/16 inches apart, center on center as shown in the provided diagram. Rhino rack chooses the specific mounting points for the crossbars based on where the strongest points of the roof are located. If you were to install the roof rack at a different distance apart, your rack would have an unknown weight capacity which could damage the rack or the vehicle roof if you unintentionally overloaded the rack.

Yes, the conical tooth washer needs to be positioned so that the teeth face the hitch. That is what prevents it from coming loose. Take a look at the video I have linked. Like you said you aren't able to carry 3 bikes on a hitch mounted bike rack with your 2006 Scion xB because you need at least a Class II hitch and only Class I hitches are available for your vehicle. So that leaves either the roof or a trunk mount carrier.
If you want to add a roof rack you can use the Rhino-Rack system, parts # RRVA137B-2, # RRRLKVA, and # DK138. Then add 3 bike racks like the TomaHawk, part # RKY1222.

The # 56062 is a custom wiring harness that uses T-connectors for a plug and play installation. Yes, if you install a trailer hitch on your 2006 Scion xB you would be able to connect to a rental trailer. I really like this hitch as it's totally hidden when not in use. You'd need to use the ball mount part # 28451 and for hitch balls part # 19258 for a 2 inch ball or part # 19256 for a 1-7/8 inch ball. For trailer wiring you'd then want the Curt # C56030 which installs easily without splicing and has a very reliable converter box.

Class I and Class II hitches both have a 1-1/4 inch receiver opening. The difference is that a Class I hitch has a lower tongue weight rating, usually 200 pounds and a lower towing rating, usually 2,000 pounds. A Class II hitch usually has a tongue weight rating of 350 pounds and a towing rating of 3,500 pounds. The only other difference is that accessories designed for Class II only hitches will not fit in a Class I Hitch. Class I accessories will work in the Class II hitch.
