If you're already setup with a 4-pole and have the Curt Echo # C51180 in hand then all you should need is just the # ETBC7L 7-way installation kit in order fully transfer over your lights and brake signal. You'll want to just cap off the yellow and blue wires with some electrical tape since you won't be using them.

The recommended solution for installing a hitch where the bolts all don't seem to perfectly line up is to first start each install bolt and leave it as loose as possible. This gives you a bit more leeway to compensate for holes that don't seem to line up perfectly. Once they are all started you can then begin to tighten them down. Blue Ox didn't have the measurement front to back, and we don't have one in the warehouse I can measure right now if you were looking for that measurement as well. I definitely have a solution for you, however as you mentioned in your question a standard friction sway bar like the Reese # 83660 or a full weight distribution system that uses this type of friction sway control cannot be used on trailers with surge brakes. This is because the tension they put on the tongue will limit the movement and effectiveness of the surge coupler (and thus your braking).

I reached out to Draw-Tite and Curt directly and unfortunately cannot confirm that either the Draw-Tite Max-Frame Trailer Hitch Receiver # 75095 or the Curt Trailer Hitch Receiver # 13443 will accommodate the larger 285/75r16 33inch spare tire you mentioned on your 2005 Lexus LX 470. This is because both trailer hitch receivers were made to fit factory 31inch tires and have not been tested with anything larger.

To determine if your Lexus 470 is indeed a 1999 or 2000, you can look under the hood for an emissions testing sticker which will give the year or you can call your local Lexus dealer with the VIN and they should be able to clear this up for you.

I do have an option for you but there are no direct plug-in 7-ways for a 1999 Lexus LX 470. However, I do have what you need to obtain one and for this you will need two parts, the Curt T-Connector Vehicle Wiring Harness part # C55365 and the Adapter 4-Pole to 7-Pole and 4-Pole part # 37185. That said, this will be your only option as they again do not offer a plug-in 7-way for this particular vehicle.

There are 2 different Curt trailer wiring harnesses for your 2002 Lexus LX 470. If the vehicle did not come with the factory tow package then you would need # C59236. If it does have the factory tow package you would use # C55245. If you are not sure, have a Lexus dealer run the VIN number to tell you how it is equipped.
Please note that even if a model has the connection point for harness # C55245 it may not be active if the vehicle does not have the factory tow package.
