Actually, removing the heat shield when installing the Draw-Tite # 24965 receiver hitch on your 2016 Hyundai Sonata isn't a problem because the hitch itself provides more heat protection than the flimsy sheet metal that the heat shield is constructed of. Yes, you are correct that the short RED pigtail on your wiring harness module is to be connected to the battery + terminal to provide operating power for the harness. The step-up drill bit that you are using is great for many things such as large holes but when drilling smaller uniform holes in thicker metal they are not the best tool to use. Instead, you will want to look into a standard drill bit that is designed for metal such as the 1/2" Titanium Drill Bit part # PTW8589. The heat shield should not have to be trimmed with the Curt hitch. You may need to elongate a mounting slot on the heat shield at most. For a Draw-Tite or Hidden Hitch trailer hitch, heat shield modification is needed and I have included a link to a picture that shows what needs to be trimmed.

You're exactly correct. Once the # 24965 hitch is installed, it will act as the heat shield protecting the gas tank from the heat given off by the exhaust system.
