The first things to check are the On/Off switch on your Fogatti water heater, like part # LSB64FR, and the fuse located below the switch. If the switch is on and the fuse looks good then you need to verify that you have 12V power actually getting to the water heater, which can be done using a circuit tester # PTW2993. I have a simple solution to a complicated problem. You are using the wrong converter. Your Windstar uses what is called a low-side wiring system.
