Your 2000 Ford Windstar has a gross trailer weight rating of 2,000 pounds unless it has the optional trailer tow package AND 3.8 liter motor. If it has both of those features then it is rated for up to 3,500 pounds.
Curt trailer hitch # 13085 itself is rated for 4,000 pounds gross trailer weight so it covers all of the 2000 Ford Windstar models. But you are still limited to whatever the vehicle is rated for (see towing section of the owner's manual for more information) since all of the models are rated less than the hitch.
If you plan on doing some towing I recommend etrailer ball mount kit # EBMK4. It comes with a ball mount with a 2-3/4 inch rise or 4 inch drop, interchangeable ball set, hitch pin with clip, and a storage bag. If the ball mount kit does not have the right rise or drop to tow the trailer level, use the link I have included that explains how to measure to choose a ball mount to tow the trailer level.
And for a trailer wiring harness you can use # HM40615 to add a 4-Way flat connector to the rear of the vehicle. I have included links to videos showing example installations of the hitch and wiring for you.
