I went through the instructions and replacement parts for a Thule 9025 Apex 4 bike rack, but I was unable to find a replacement nut or washer. However, I did find the bolts and wrenches that are direct replacements. I recommend going with an entirely different tire for your application. When I reached out to Duro about the speed rating the reply I got back was that their standard trailer tires have a max 60 mph speed rating.

I reached out to Thule, and they explained to me that the locking mechanism isn't listed as a replaceable part because it isn't. This is due to all the Sears Sport carriers having their lock assemblies being riveted.
With that being said, your only option is for a brand new cargo carrier.

Thank you for the photo of the box underside showing it's mounting straps. We have never seen a cargo box that used straps for attachment so I expect this was possibly a home-brew modification. We suggest using replacement mounting kit # TH04997.

It appears that your 1999 Forest River Flagstaff 176ED has a 2,000lb axle. This will require the 7" Dexter Electric Trailer Brake Kit # 23-47-48 to replace the electric brake assemblies. You can verify this is the correct kit by measuring the drums on your Flagstaff and verifying the mounting flange dimensions on the axle. To install a 7-way connector on your 2017 Pacifica you will need part # ETBC7. This plugs into the 4-way connector on the back of your vehicle.
