The Roadmaster Tow Bar to Blue Ox Brackets Adapter # RM-031 works on Sterling tow bars with serial numbers up to 16,500. If serial number is higher (which it looks like yours is), you will instead use # RM-031-5. Since you already have the adapter, you simply need two of the Replacement Spacer for Roadmaster Sterling Tow Bar Adapter # RM-A001818A.

I do believe I'm understanding what you've got. You've got the # RM-031 adapters and you need to make them to be compatible with a Blackhawk 2 that has a Serial Number 17,031. For that you'll want to use the Replacement Nut for Roadmaster Nighthawk or Sterling Tow Bar to Blue Ox Base Plate Adapter # RM-A001818A you were looking at, which will allow you to adapt your Roadmaster Blackhawk 2 to use with Blue Ox base plates. .
