I have been told by a local that this model will block my license plate and I will be subject to a road infraction/fine? Sounded strange but thought you might have some information. car: 2002 Toyota Camry To be used in my home province of British Columbia.

The Swagman XTC-2 # S64670 that you referenced will impair the license plate visibility to a certain degree. You will need to consult your local DOT to determine how lenient they are with bike racks blocking license plates.
Most people use bike racks and a lot of them end up blocking their license plates. However, MOST people never have an issue with police.
To be on the safe side you can remove your license plate from it's holder on the vehicle and zip-tie it to the spokes of your rearmost bike.
