The Atwood GC6AA-9E RV water heater has a few troubleshooting items listed in the manual that you can try first:

Temperature selector out of place--------------Re-set to desired position
Bypass levers improperly positioned ----------Reposition levers
Improper air adjustment ------------------------Adjust main burner air shutter approximately 1/4 way open
Partial main burner blockage ------------------Remove blockage
Improper main burner adjustment ------------Re-align main burner and main burner orifice holder
Flame spreader mis-aligned --------------------Re-align or replace main burner
Blocked "U" tube --------------------------------Remove blockage

The next thing to check would be the propane pressure by having a licensed technician check for your trailer's propane system regulator to ensure that it's putting out 11" WC. If not then the regulator is most likely the issue and needs to be replaced. There's also a regulator on the unit that controls the temperature that is known to be a failure point. If this is the case then you're looking at replacement since spare parts are long gone at this point since Atwood went out of business.

If replacement is the only option then I recommend going with a tankless style unit like the Furrion RV Tankless Water Heater # FR98SR. This unit has a heating capacity of 13,000 - 60,000 Btu's, producing up to 144 gallons of hot water an hour, which is well above the capabilities of the GC6AA-9E. It is slightly smaller so you'll have to frame in the cutout hole so the sides of the unit have something to mount into.

You'll also want to pick up some butyl tape # AL28FJ for the backside of the mounting flange of the unit and access door and non-sag sealant # 344270341437-1 for around the outer edge of the access door for a watertight seal.
