A 2016 Forest River Flagstaff Hard Side T21DMHW has a GVWR of 3,382lbs so you'd be looking at a tongue weight around 300-400lbs. If you're experiencing some sway while towing your trailer then I recommend the Fastway e2 Weight Distribution w/ 2-Point Sway Control # FA92-00-0450. This system has friction between the spring bars and mounting brackets to help prevent sway.
If you don't experience sway and would like a quieter ride then I recommend the Blue Ox SwayPro Weight Distribution w/ Sway Control # BXW0356. This chain hanger style hitch is easy to install and gives you a much quieter ride since you won't have metal-on-metal contact.
The # FA92-00-0450 requires the frame brackets sit 25"-30" from the center of the trailer coupler and the # BXW0356 requires 29" from the center of the trailer coupler. If the propane tank or any other items mounted on your trailer frame interfere with bracket placement then you'll need to move them. The propane tanks being in the way is a very typical issue. I usually just take them off and unbolt the tank pan from the tongue and move it around to find a location that allows for the brackets to mount.
Before purchasing a weight distribution hitch you'll want to verify in your owner's manual that your vehicle is capable of using a weight distribution hitch.
