To accommodate the full size spare on your 2016 Toyota Highlander Limited you will want the Draw-Tite Receiver Hitch item # DT65MR. The Draw-Tite hitch sits out more than the Curt item # C13200 you were looking at to fit a full size spare with or without an aluminum rim.
The Draw-Tite item # DT65MR is custom fit and bolts directly to your Highlander with included hardware. I have linked an installation video below.
If you plan on towing with this hitch you will need a wiring harness item # C56217 if you do not have the factory towing package and item # HM11141825 if you do and a ball mount kit item # C45534.
