Is 12.5 inches of water column to high for an RV propane system? Thanks

No, 12.5" water column is not too much for an RV propane system. Most propane regulators found on an RV system like the MB Sturgis Vertical 2-Stage Propane Regulator # 108220 are going to have a water column of around 11". But, the pressure can range up to around 14" water column before the regulator would be considered to have "failed". So, 12.5" water column is just fine.
