DrawTite Activator Brake Controller 5504 Flashing Error Code

It sounds like you installed the Draw-Tite Activator Trailer Brake Controller 5100 in a vehicle with an integrated factory brake controller. If that is the case, installing an aftermarket brake controller like the Activator will cause the instrument cluster to flash the error code you mentioned. While this can be annoying to look at, it does not interfere with proper functioning of the aftermarket brake controller.
The only way to clear the code is to take the vehicle to your local dealer and have them disable the TBC (trailer brake control) through the settings in your IDS (internal diagnostics system). In the event the aftermarket brake controller is removed, the same process can be followed to re-activate the TBC on your vehicle.
