Will this rack also fit kids bikes? Will it fit bikes without suspension forks?

I reached out to my contact at Yakima and she did say that the HangOver 6 Bike Rack # Y02485 is not going to be a good option to secure kids bikes. Since the carrier is a wheel-mount style and the cradles cannot be individually adjusted, all 6 bikes really need to be pretty similar in size. As you mentioned, the rack also isn't compatible with bikes that don't have the needed suspension forks for the cradle strap to attach to.
This is the only 6 bike rack we have available but we do have a few 5-bike options such as the excellent Thule Apex XT # TH9026XT. This hanging-style rack will work great for both adult and kid bikes and it features a weight capacity of 150 pounds. Locks are also included to help protect your investments.
For the kid's bikes or any others you might have that feature an alternative frame you may need to add an adapter bar like the Kuat # UB01. This will provide a horizontal attachment point for level transport and improved ground clearance. I have attached a video demonstration so you can see exactly how it works and why it might be needed.
Then for the 6th bike you can use a roof mounted carrier like the Yakima FrontLoader # Y02103. If you don't yet have a roof rack on your 4Runner I recommend taking a look at the Malone # MPG215 for an aerodynamic and economical option that will attach to the raised factory side rails on the roof.
