I purchased a raleigh redux IE stepover ebike raleigh redux-ie-step-over-r142 and it has fenders. How would you secure this bike if this rack secures the bike with a bar on the fenders?

For e-bikes with fenders we have a great Thule bike rack that will fit and work well, but the Thule T2 part # TH23JV that you referenced would not be what you'd want since it can't be used with fenders. Instead you'll want the Thule EasyFold XT part # TH903202. This rack was designed for e-bikes like your Raleigh Redux IE R142 as it has a higher weight capacity, grabs the bikes by the top frame tube, and has ramps built into it which helps with loading and unloading.
