The only option we have available that might allow you to mount a motorcycle carrier while also flat towing a vehicle behind your Winnebago is with the Roadmaster Dual Hitch Receiver Adapter # RM-077-4 that has a 4 inch rise/drop or # RM-077-2 that has a 2-1/4 inch rise/drop. This adapter is designed specifically for flat towing and the top receiver can be used with a hitch-mounted accessory like a bike carrier.
A potential issue you will have is just remaining under the capacity of not only this adapter but also the Class III hitch on your RV. The adapter has a tongue weight capacity of 400 pounds, but you will need to stay under the hitch's capacity if it is lower than this.
Depending on your setup, you might also run into turning clearance issues with the scooter mounted between the RV and your vehicle.
We do have a few motorcycle carriers available, the lightest of which is the Ultra-Fab Dirt Back Carrier # UF48-979033 which weighs right around 50 pounds. You will need to add this to the weight of your Kymco Scooter, which I found to be 245 pounds, to determine if you can remain under the capacity for the adapter and hitch. This gives you a total loaded weight of 295 pounds before hooking up to the vehicle (which shouldn't add too much tongue weight).
I have attached a couple short video demonstrations on these products that you can also check out.
