Both 2 inch and 1-1/4 inch hitches are available for the 1999 Jeep Grand Cherokee, but I would recommend going with a hitch with the 2 inch opening. This would give you the most common hitch size, so you would have more choices available when it comes to hitch accessories.
The CURT 2 Inch Hitch # 13051 would be a good choice for your vehicle. You can view the installation instructions as well as a video of the hitch being installed on a 1999 Grand Cherokee at the provided links.
To wire the vehicle for towing, I would recommend wiring harness # C55369, which is custom-fit and will plug right into the existing connector on your vehicle. I am also including links to instructions and a video for the wiring for you to check out if needed.
