want to get the yakima full swing for 4 bikes. I am going to purchase a hitch. I beleive I need a 2 inch receiver. Does hitch need to be a class 3? Are there any other requirements in connection with the hitch so that it is compatibel with the Yakima full swing Y02465?

You are correct that you need a 2-inch Class III hitch in order to use the excellent swing-away Yakima FullSwing 4 Bike Rack # Y02465 on your 2013 Highlander. You can click on the included link to see all hitches offered.
While all are 2-inch and Class III-rated they do differ in their tongue weight (TW) capacities and also in terms of compatibility with your full-size spare tire. I recommend going with a higher capacity hitch to give you plenty of strength for the substantial weight of the loaded rack (nearly 200-lbs when loaded with typical bikes) and for a nice safety margin. I suggest Draw-Tite hitch # 75726 which installs without drilling, includes all required hardware and let's you keep your spare stowed in its original location.

The Yakima FullSwing 4 will fit well at the rear of your Highlander. If you'll be transporting kids, women's or alternative design bikes without a top frame tube you'll benefit from using an adapter bar like # Y02531. These simply connect between the seat and handlebar posts to provide a level mounting surface to mate with the carrier's arms. This ensures good ground clearance for safe travel.
Adapter bars are offered by many brands and the other link provided will let you choose the one you prefer. All fit a range of bike sizes. Ideally you'll use the bar that fits the bike well when in its shortest length.
