I have a 17500 lb electric winch mounted on a cow catcher front bumper, my question, which system, the Sumo or the Timbren system, would support this weight better. The winch is 150-175 lbs, the bumper is about the same. The front has ped far enough to allow me to drive at night with my headlights on high beam without bothering oncoming drivers!

Both of the front-axle suspension helper kits you referenced for your 2011 Ram 3500 4WD, the Timbren # TDF25004B and the SumoSprings # SSF-302-47, are rubber jounce springs that offer progressive resistance under load. Installation will be similar - no drilling for either kit.
For your particular application with a heavy front bumper and winch installed, I suggest the Timbren kit over the SumoSprings.
The Sumos are great for softening general ride quality but for your application with a concentrated front-end bumper/winch load the Timbrens will provide better support. I have linked the install instructions for both as well as a video showing installation of the Timbrens.
