Question:
Can the upper mount withstand the forces of using it to mount a portable winch to help load a non-running car onto a trailer while the trailer is attached to the ball on the lower mount?

The upper portion of the Curt Ball Mounts # D210 is only rated for use with accessories like bike racks or cargo carriers and only has a tongue weight capacity of 350 lbs. You would not be able to use the upper portion to mount a winch and pull a vehicle up on to the trailer.
Your best option would be to install a winch plate on the trailer that directly attaches to the frame of the trailer.
