The # 988501 cargo bag is indeed compatible with the Pro Series # 63153 cargo basket. The bag will fit perfectly in the basket. The bag includes straps used to secure the bag to the carrier.
The bag is very highly rated by our customers, because of its 20 cubic foot capacity and rugged construction. It's not considered waterproof, because it can't be submerged without allowing water in but it'll stand up to a normal rain. That being said, it's always a good idea to wrap anything that can't get wet in plastic. I've linked you to a product demonstration video that you might find helpful.
