Painting plastic fenders can be done but you will need to go with a paint that is a little bit flexible as plastic has quite a bit of flex and most spray paints will crack and flake off. For that I would recommend a vinyl spray paint. I used a vinyl spray paint on my motorcycle seat which flexes quite a bit and it has worked well for several years so far.
Vinyl wrap would be another option as well but might be kind of difficult considering the shape of the fender.
