Can it be used while not trailering? Would I need an adapter for a womens Electra cruiser? Can the bike and the rack be locked?

The Curt # C18013 Clamp-On bike rack can indeed be used when not towing a trailer. The rack has a 135 lb total capacity. In order to carry the bikes level and to provide maximum ground clearance, I'd highly recommend an adapter bar like part # 64005 be used.
The bike rack doesn't have any built-in locking mechanism, but the clamp that locks the rack on to the ball mount can be locked using a coupler lock like part # e98886. The rack includes a cable that can secure the bikes to the rack once locked with a padlock like part # RM-305.
