The Roadmaster # 199-5 base plate kit is a fit for the 2003-2006 Tahoe only. It wouldn't fit a 2002, nor can I recommend you make any alterations to the vehicle or to a base plate kit so it'll fit a vehicle it isn't intended for.
Depending on how it's equipped, a Tahoe can weigh as much a 5500-6000 lbs, think about what could happen (not to mention the legal liability you'd be exposed to) if the altered base plate failed.
Honestly, the best and safest practice would be to use the correct base plate for your 2002 Tahoe, the Roadmaster # 199-1.
